REFINE Technologies Founded in Shanghai

2004 Launched its first 2.4G RFID active tag and reader product in China market.

Built the First Container RFID Tracking and Tracing System of China

2005 The first domestic container RFID tracking and tracing system (Shanghai – Yantai) was built by Shanghai International Port Group (SIPG), fully powered by the RFID products of REFINE.

Rewarded by National Innovation Fund Program

2006 Refine Technology was shining at the Paris International Invention Exhibition with two golden awards and rewarded by NIF program. SIEMENS PTD Group deployed Refine RFID tracking solution for its production assembling lines.

Released Semi-Active RFID Products

2007 Giant, German BASF, Shanghai Gas Group, Shanghai Sanitation System, etc. introduced REFINE RFID tracking system. Won the National Work Safety Science and Technology Progress Award for the successful project of the electronic seal system between Shanghai Port and Savannah Port.

Won the contracts of RFID Tracking And Tracing System in National Defense

2008 Certified by the People’s Liberation Army Security Technology Research Institute and obtained military secret C+ certification. The products have been successfully deployed in the General Staff headquarters of PLA and Air Force Equipment Department.

Launched CO-EYE RTLS product

2009 The CO-EYE system integrates the automatic identification and location monitoring of personnel, vehicles, and secret-related assets, and was beginning deployed in the Aerospace Science and Technology Launch Rocket Research Institute, the Ninth Nuclear Research Institute, the Nanjing Military Region, and the Armed Police Force.

Licensed Qualification of the State Cryptography Administration

2010 The CO-EYE RTLS system had been deployed in the financial data centers including the biggest bank of the world ICBC data centers and the Rural Commercial Bank data centers.


“ISO/PAS 18186: Container-RFID Freight Label System” led by the research team of Bao Qifan, Vice President of SIPG and REFINE, had officially become an international public standard recognized by the International Organization for Standardization (ISO). This specification was the first publicly available specification proposed and actively promoted by China in the field of logistics and Internet of Things.

Developed CO-EYE RF Ankle Monitoring Bracelet

2011 CO-EYE RF ankle bracelet was used in the positioning of offenders in jails, courts, detention centers, and prisons, core product was certified by the Ministry of Public Security.

Released the First GPS Ankle Bracelet in China

2012 Firstly introduced the electronic monitoring of GPS ankle bracelet in community correction of justice.


Developed a 3D visualization system based on CO-EYE RTLS product and was deployed to 32 Shanghai popular science venues.

Won the program of National Beidou Navigation Application Demonstration

2013 Designed and developed community correction ankle bracelet product based on the second-generation Beidou navigation system.


Won the bid of 3D navigation and real-time positioning system for the National Convention and Exhibition Center in Hongqiao, Shanghai.

Released Beidou electronic Bracelet Monitoring System

2014 Contributed to the reform of Shanghai’s judicial system. The Public Procuratorate and Law Department jointly launched the country’s first “Interim Measures for the Electronic Real-time Supervision and Management of Community offenders”, implementing the institutional innovation of the domestic community correction electronic supervision system.


Mainstream media such as China Central Television, Oriental Television, and Legal Daily reported extensively.

Became Ankle Monitor Industry Leader in China

2015 In Shanghai, 3,000 sets BeiDou/GPS ankle bracelet had been deployed covering all districts and counties. The leaders of the judicial departments of many provinces and cities in Beijing, Jiangsu, Zhejiang, Anhui, Shaanxi, Inner Mongolia, Guangdong, Heilongjiang, Hunan, Fujian and other places learned the experience of Shanghai community corrections electronic monitoring.

Released the Third-generation Ankle Monitoring Bracelet

2016 Launched a community correction electronic supervision APP for iOS and Android smartphone. For the first time, REFINE’s community corrections supervised offenders exceeded 10,000 person-times, and participated in the formulation of the Shanghai local standard “Technical Specifications for Electronic Wristbands for Community offenders.”


Won the bid to build a real-time location and tracking system for waste in the Shanghai Disney International Resort Tourism Zone.

More Certifications

2017 The core products had been tested and certified by different national authorities in terms of material safety, human electromagnetic radiation, battery safety, etc., providing high safety guarantees for community corrections. Meanwhile, the CO-EYE ankle bracelet was underwritten by the People’s Insurance Company of China.

Released the Offender Checkpoint APP in Community Correction

2018 The roll-call verification APP applications provided for mainstream mobile smartphone on the market including iOS and Android APP applications. It not only provided more diversified regulatory options for low-risk offenders, but also offered a double-control method for high-risk offenders.


The electronic bracelet products fully assisted the electronic supervision of furlough services in national prison industry.

Rollout The Fourth-generation Ankle Monitoring Bracelet

2019 The core product had passed the professional test of the Ministry of Justice of Uzbekistan.

Actively connected with the “Community Correction Law” electronic positioning device specifications.

The Smaller Electronic Ankle Bracelet

2020 Released its smallest professional electronic ankle bracelet product, providing a safety supervision experience with zero false positives and zero false negatives. For the first time, REFINE’s community corrections supervision offenders exceeded 100,000 enrollees.

Launched non-custodial personnel management and control system products for bail and house arrest, to break through the high-standard supervision problem of residential surveillance.

Released Quarantine Monitoring Wristband

2021 REFINE released its first lower-cost BLE anti-tamper quarantine wristband or bracelet for home quarantine and isolation monitoring and help clients stop COVID-19 spreading.

Rollout the CO-EYE monitoring software platform for oversea market

2022 Rebuilt the monitoring software to support oversea clients usages and updated CO-EYE product lines to support multiple oversea cellular networks.


Begin to present in South Asia, Middle East, and North America markets. Shanghai Ankle Monitor Technologies was founded to focus on oversea markets.

Released new 4G version AMOne GPS ankle bracelet

2023 New AMOne one-piece model supported LTE-M/NB IOT networks.

Launched AMClient App instead of its Chinese version CheckPoint App

2024 Rewrite AMClient App, which was a continuous tracking App for iOS or android smartphone and turns user’s smartphone to a tracking device, is the best alternative solution for victim protection and lower-risk offender monitoring.
